Haurietis aquas (you will draw water) comes from Isaiah 12:3. The encyclical was published on May 15, 1956, to mark the 100th anniversary of the feast of the Sacred Heart of Jesus. 

The encyclical encourages devotion to the Sacred Heart of Jesus as a way of worshiping the love of God for humanity. It also encourages Christians to love God and others in response to God's love.
